The Chicago Bears selected Bullard in the third round of the 2016 NFL Draft, 72nd overall.  On June 6, 2016, he executed his rookie contract.

On September 11 against the Houston Texans, he played in his first NFL game. Bullard sacked Andrew Luck of the Indianapolis Colts on October 9 for his first career sack. With one start in fourteen games and eighteen tackles and a sack, he completed his debut season.

Bullard was taken off waivers by the Arizona Cardinals on September 1 of this year. After a hamstring injury, he was put on injured reserve on December 6, 2019. Through nine games and six starts, he finished the season with 22 tackles and 1.5 sacks.

Bullard re-signed with the Cardinals on April 3, 2020. Bullard was let go on September 5 as part of the last round of roster cuts. A day later, he was re-signed to the practice squad.
